This Privacy Policy describes how CivicReport.net ("the Site") collects, uses, and shares information when you use our community civic reporting platform for Raynham, Massachusetts.

1. Information We Collect

Information You Submit

When you submit a vote or report through the Site, we collect:

• The content of your submission (e.g., street name, plow status)
• The timestamp of your submission

We do not require you to create an account or provide your name, email address, or any other identifying information to submit a report.

Information Collected Automatically

When you visit the Site, we automatically receive:

• IP address — Used solely for rate limiting and abuse prevention. Your IP address is immediately hashed (one-way encrypted) and never stored in plain text.
• Browser fingerprint data — A combination of your IP address, browser User-Agent string, and Accept-Language header is hashed together to detect and prevent duplicate or abusive submissions. This composite fingerprint is stored only in its hashed form and cannot be reversed to identify you.
• General usage data — Standard web server logs may include your IP address, pages visited, browser type, and referring URLs. These logs are used for diagnostics and security monitoring and are not linked to your submissions.

Administrator Information

If you access administrative features of the Site, we collect the email address associated with your authorized administrator account for authentication and audit purposes.

2. How We Use Your Information

We use collected information to:

• Display community-submitted data publicly on our maps and dashboards
• Prevent spam, duplicate submissions, and abuse
• Improve the accuracy and reliability of the service
• Diagnose technical problems and maintain service security
• Understand aggregate usage patterns

We do not use your information to build individual user profiles or sell or rent your data to third parties. We do use Facebook Pixel to measure the effectiveness of our advertising campaigns (see Section 5 below).

3. How We Share Your Information

Publicly Displayed Information

Votes and reports you submit are displayed publicly in aggregated or individual form on the Site. This includes the type of report and the associated street. Your identity is never displayed.

Service Providers

We use the following third-party services to operate the Site:

• Cloudflare — Content delivery, DDoS protection, and Workers infrastructure. Cloudflare processes request data including IP addresses in accordance with their privacy policy.
• Mapbox / OpenStreetMap — Map rendering and street data. Usage is subject to their respective privacy policies.
• Meta (Facebook Pixel) — We use Meta Pixel to measure the effectiveness of our Facebook and Instagram advertising campaigns. Meta Pixel collects data about your visit, including pages viewed and actions taken, and may use cookies to track your activity across websites. This data is sent to Meta and processed in accordance with Meta's Privacy Policy. You can opt out of Meta's tracking through your Facebook Ad Preferences or by using browser-level opt-out mechanisms.

We do not sell your personal information to any third party.

Legal Requirements

We may disclose information if required by law, court order, or to protect the rights, safety, or property of our users or the public.

4. Data Retention

• Votes and reports are retained for the duration of the service or until the reporting season ends. Historical data may be archived for seasonal comparisons.
• Hashed fingerprint data is retained for a limited period (typically 30 days) for rate limiting purposes and then automatically purged.
• Server logs are retained for a short period for security and diagnostic purposes.

5. Cookies and Local Storage

The Site may use browser local storage or session storage to remember your preferences (such as your last viewed map position). We may use Cloudflare's first-party security cookies necessary for service functionality.

We use Meta Pixel (Facebook Pixel), which places cookies on your browser to track conversions from our Facebook and Instagram advertising campaigns. These cookies allow Meta to recognize you across websites and may be used by Meta for its own advertising purposes. You can manage your cookie preferences through your browser settings, opt out via Facebook Ad Preferences, or use the Digital Advertising Alliance opt-out tool.

6. Children's Privacy

The Site is not directed to children under the age of 13, and we do not knowingly collect personal information from children under 13. If you believe we have inadvertently collected such information, please contact us so we can delete it.

7. Future Account Features

We plan to offer optional user accounts in the future. When accounts are introduced, this Privacy Policy will be updated to describe what additional information is collected and what controls you will have over it. Account creation will always be optional.

8. Your Choices

Because we do not collect personally identifiable information from anonymous users, there is generally no personally identifiable data to access, correct, or delete. If you submitted a report and would like it removed, please contact us with details and we will make reasonable efforts to remove it.

9. Security

We implement reasonable technical measures to protect information against unauthorized access, including hashing of IP-derived data rather than storing raw values. No method of transmission over the internet is 100% secure, however.

10. Changes to This Policy

We may update this Privacy Policy from time to time. When we do, we will update the "Last updated" date at the top of this page. Continued use of the Site after changes are posted constitutes your acceptance of the updated policy.
